There are four (4) cost overrun requests for locally sponsored projects. The overruns exceed the limits established in the TIP programming policies adopted with the FY 23-26 TIP. Technical Committee approval is required for cost overruns in excess of 25% of the total project costs or increasing TPO federal funds in excess of $500,000.
Knoxville - Traffic Signal Improvements for the U.T. Area: Overrun request (CMAQ PM 2.5 funds) is $2,620,911 ($2,620,911 federal/$0 local), representing 88.3% of the total project cost. The overrun request is for $425,000 for ROW in FY 2025 and $2,195,911 for CN in FY 2026. The overrun request is contingent on TDOT approval and permission to carry over approximately $1M of CMAQ PM 2.5 funds from FY 2025 to FY 2026.
Knoxville - Traffic Control Equipment Upgrade: Overrun request (CMAQ PM 2.5 funds) is $921,425 ($921,425 federal/$0 local), representing 7.6% of the total project cost.
Knoxville - Pleasant Ridge Road: Overrun request (L-STBG funds) is $5,813,395 ($4,650,716 federal/$930,143 local), representing 71.1% of the total project cost.
Knoxville - Liberty Street Multimodal Project: Overrun request (L-STBG-TA funds) is $823,019 ($658,415 federal/$164,604 local), representing 57.0% of the total project cost.
